Learning through languages

Learning through Languages is the title of a review of languages education in NSW, undertaken from 2012 to 2014. The outcome of the review included the formation of a Ministerial Panel in early 2015. The Panel is tasked with overseeing the actions put forward in the review.

Review of Languages Education in NSW

The Board of Studies, now the NSW Education Standards Authority (NESA), conducted the review for the Minister for Education, the Hon. Adrian Piccoli MP.

Guided by the terms of reference, NESA:

  • Engaged in initial discussions with key education stakeholders
  • Conducted a stocktake of current languages provision and participation in NSW
  • Analysed past NSW and Commonwealth languages initiatives
  • Researched best practice and recent developments in languages education in NSW, Australia and overseas
  • Developed a consultation paper, reference paper and an overview for consultation. These key documents included six initial proposals for a broader and more inclusive languages education for students in NSW.

From October to December 2013, we undertook widespread consultation on the six initial proposals.

From this we developed a consultation report. This was presented to the Board in February 2014, for noting and endorsement.

A series of recommendations from the research and consultation were developed into proposed actions. The NSW Schools Advisory Council endorsed these actions in April 2014, and the Minister approved them in June 2014.

NSW Ministerial Languages Advisory Panel

The first action from the Learning through Languages review was to establish a Ministerial Languages Advisory Panel. This happened in January 2015. The Panel is chaired by NESA President Tom Alegounarias, and includes high-level representation from:

  • the education sectors
  • community organisations
  • business and industry.

The Panel's main tasks involve:

  • guiding the development of a languages education policy for NSW schools
  • overseeing the strategic implementation and coordination of the actions arising from the review.

They meet face to face at least three times a year.
