What has changed and what has not
On 1 January 2017 the NSW Education Standards Authority (NESA) replaced the Board of Studies, Teaching and Educational Standards NSW.
NESA has an increased focus on developing evidence-based policy to improve student achievement and support teachers across public, Catholic and independent schools.
We are making changes to better protect teaching and learning standards, reduce the administrative burden for most teachers, schools and providers and focus compliance monitoring where it’s needed most.
This means some key changes in 2017.
- A new process for suspending and revoking a teacher’s accreditation to strengthen transparency, accountability and fairness for teachers.
- A streamlined process for approving registered professional development to increase the range of quality professional learning for teachers.
- Streamlined Proficient Teacher Accreditation and maintenance processes to make roles and responsibilities clearer and reduce paperwork for teachers.
Teacher Accreditation Authority (TAA) approval
- TAA approval integrated, where possible, with the school registration process to reduce the administrative burden on schools.
- Reviewing compliance certification by principals to reduce the administrative burden on schools.
- ‘Fit and proper’ person and financial viability requirements consistent with Commonwealth Government requirements.
- More random school visits, with a focus on schools improving performance in student safety and well-being, teaching quality and learning outcomes.
- Enforceable conditions and mandatory public disclosure statements to focus compliance monitoring where it’s needed most.
- A streamlined syllabus development process that prioritises NSW needs, national directions and change in society.
- The annual collection of data and information on the implementation of syllabuses including currency and relevance of content will continue.
- NESA will continue to consult with key stakeholders including teachers, students, parents, education sector representatives, professional associations and other related groups to monitor the quality of syllabuses.
Board of governance and CEO
- A board of governance oversees our strategic directions, regulatory functions, financial governance and achieving the Education Minister’s priorities.
- A Chief Executive Officer is responsible for our daily operations.
What hasn’t changed?
NESA will work closely with sectors and key stakeholders, to set and monitor quality teaching, learning, assessment and school standards. This includes responsibility, across NSW public, Catholic and independent schools, for:
- Kindergarten to Year 12 curriculum
- accreditation of teachers and teaching degrees
- the internationally recognised HSC
- school registration and home schooling.
Importantly, we will consult broadly to develop and set NSW syllabuses to assure the highest standards for NSW students. The NSW curriculum will be based on the Australian Curriculum. We may modify, reorder and supplement the Australian Curriculum during the NSW syllabus development process.
