Home schooling information package and registration

Under the Education Act 1990 home schooling is education delivered in a child’s home by a parent or guardian.

Home schooling allows a parent or guardian to integrate the NSW curriculum with the learning processes that occur naturally in the home throughout a child's development.

Parents or guardians who are home schooling a child are responsible for developing and implementing their child's educational program and assessing their child's program. Registration with the NSW Education Standards Authority (NESA) is a legal requirement for home schooling while a child is of compulsory school age and not enrolled in a school. It is open to parents to apply for home schooling registration for children over 17 up to the age of 18 years.

Consultation on draft ‘Guidelines for Home Schooling Registration in NSW’

NESA will be consulting with parents and stakeholders in relation to draft Guidelines for Home Schooling Registration in NSW (‘the draft Guidelines’).

Details about the consultation will be published on the NESA website during the week commencing 20 February 2017.

The consultation will include an online survey and consultation meetings across NSW.

NAPLAN 2017 – Information for Home Schoolers

Children who are registered for home schooling are eligible to participate in the National Assessment Program Literacy and Numeracy (NAPLAN) testing program.

The 2017 NAPLAN tests will be administered from 22 May 2017.

For students in Years 3 and 5 there are four tests covering numeracy, reading, writing and language conventions (spelling, punctuation and grammar).

For students in Years 7 and 9, there are five tests including two tests in numeracy.

To participate in the tests, home schoolers must submit a NAPLAN registration form to NESA.

The closing date for receipt of NAPLAN registration forms is Friday 24 February 2017.

The Authorised Persons Handbook provides guidance for Authorised Persons in relation to assessing applications for home schooling.

Consultation Report

In 2014, the NSW legislative Council Inquiry into Home Schooling recommended that the Information Package be reviewed in consultation with stakeholders. The Government endorsed this recommendation.

During May and June 2016, the first phase of the consultation process was conducted with qualitative and quantitative feedback gathered through an online survey, consultation meetings across NSW and other written and verbal feedback provided to the then BOSTES.

Writing Brief

Based on the feedback and directions identified in in the Consultation Report, a draft Writing Brief was developed. Following a meeting of the Home Schooling Consultative Group on 14 October 2016, the Writing Brief was finalised and the process of drafting a revised Information Package has commenced.

Smart and Skilled

The NSW Government's ‘Smart and Skilled’ initiative provides subsidies for participation in vocational education and training. Registered home schooled students who are over 15 years of age may be eligible for Smart and Skilled subsidies.

Home Schooling Consultative Group

NESA NSW has established the Home Schooling Consultative Group with members including home schooling representatives.

Expressions of interest for membership of the Home Schooling Consultative Group (HSCG)

A vacancy currently exists on the HSCG as a parent representative, effective from 7 April 2017.

NESA is therefore calling for expressions of interest for membership of the HSCG, as one of the four home schooling parent representatives.

Information about the HSCG in relation to its purpose and terms of reference is published on the Home Schooling Consultative Group page.

Expressions of interest for membership must be received by NESA no later than Friday 17 March 2017.
